The Ministry of Transportation, Ontario (MTO), retained Dillon Consulting Limited (Dillon) to complete the Detail Design and Class Environmental Assessment (EA) for improvements to the intersection of Highway 15 and County Road 42, situated in the Village of Crosby within the Township of Rideau Lakes, United Counties of Leeds and Grenville. Following the completion of the Transportation Environmental Study Report Addendum (March 2023) and considering comments received, a roundabout has been selected as the preferred intersection alternative.

The project is being completed in accordance with the MTO Class EA for Provincial Transportation Facilities (2000) as a Group “B” undertaking. Group “B” projects are considered approved, subject to compliance with the Class EA. This builds upon the previously completed update to the Preliminary Design, as documented in the Transportation Environmental Study Report Addendum (March 2023). 

In accordance with the MTO Class EA, a Design and Construction Report (DCR) has been prepared to document the Detail Design phase of the study, including environmental impacts and mitigation measures required for construction. 

The Detail Design phase is now complete and the Design and Construction Report (DCR) has been completed.
